I'm sorry but to the victor belongs the spoils. State legislatures always drew up State and Congressional districts. Not the courts, or individual office holders like Governors or Secretary of States. But that changed in 2020. Some states made up there own rules by ignoring state laws and bypassing the legislature. And we saw the creation of redistricting commissions. California Democrats spent millions to create one of the most corrupt systems known to man.
Finally two years later, the Supreme Court is going to rule on the states legislatures rights to create district maps. It's the North Carolina case of Moore vs. Harper. If the Republicans win only the legislature draws up the maps and sets the election laws. If they lose, Individual office holders and state courts can ignore passed laws by Democrats or Republicans.
